Harwinder 439e179128 Add live dashboard with 60s auto-refresh, disable breakout alerts 
Replace per-scan Telegram messages with a single dashboard message
that edits in-place every 60 seconds. Each pair shows all TFs
horizontally with short signal labels (Buy/Sell/Neutral). WebSocket
live prices feed into the dashboard. Level-breach alerts disabled
(WS still updates cache silently). Removed /stats command.
